MANAGING BOARD
No.: 222/05
BANJA LUKA, 7th December 2005
TO THE COUNCIL OF MINISTERS OF BIH
TO THE GOVERNMENT OF SCG
TO THE GOVERNMENT OF THE REPUBLIC OF SLOVENIA
Holding of international conference and signing of international agreements is demanded
Dear Sirs / Madams:
This Association represents the interests of tens of thousands of foreign currency savers, the owners of old foreign currency savings in banks which, before the war, had their branch offices on the territory of BIH. Inter alia, savings are held at Ljubljanska Banka whose head office is in the Republic of Slovenia and Investbanka whose head office is in Serbia and Montenegro. The former state was the guarantor of all savings deposits at commercial banks. The mentioned countries are the successors of the former SFRY.
Among the countries successors of the former state, an agreement on succession has been concluded, by which they have obliged to protect private property including the savings held at commercial banks according to the head office of commercial bank.
Our members are citizens of BIH who deposited a part of their savings at banks whose head offices are in Slovenia and SCG. Therefore, our connection with the country of BIH is our citizenship, and with the other two countries our connection is our money deposited in their banks.
Even though we have tried for many years to be paid our old foreign currency savings amicably, the countries of Slovenia and SCG are not taking any measures at all to pay us out.
Considering that we are the citizens of BIH, we demand from it to protect our interests and to request, by diplomatic channels, from Slovenia and SCG to urgently solve this issue.
We suggest for an urgent international conference to be held with these countries and at which our representatives would also participate, and also an international agreement to be concluded urgently between these three countries regarding the payment of old foreign currency savings to the citizens which deposited their money in some of the mentioned banks.
